Five Economic Sectors & Specific Frameworks
MOM regulates Work Permit issuance strictly according to your Singapore company’s primary SSIC business sector and physical facility.
Construction
Construction Sector
Governed by Building and Construction Authority (BCA) guidelines. Requires valid BCA registry, CoreTrade registration, or SEC(K) skills evaluation certificates, and compliance with the Construction Safety Orientation Course (CSOC).
Manufacturing
Manufacturing Sector
Applicable to firms holding a registered factory licence under the Workplace Safety and Health (WSH) Act. Subject to the manufacturing Dependency Ratio Ceiling (maximum 60% foreign worker quota).
Services
Services Sector
Covers retail, food and beverage (F&B), hospitality, cleaning, and commercial administration. Subject to strict source country limitations (primarily Malaysia, PRC, and NAS) and lower sub-quotas.
Marine Shipyard
Marine Shipyard Sector
Restricted to businesses operating within recognized shipyards, offshore engineering facilities, and ship repair docks under specialized maritime safety certifications.
Process
Process Industry Sector
Applies to plants and facilities in petroleum, petrochemicals, specialty chemicals, and pharmaceutical manufacturing operating in dedicated industrial clusters (e.g., Jurong Island).
Quota & Ratio
Workforce Ratio Audit
The number of Work Permit holders your firm can hire depends on having active local Singaporean and Permanent Resident employees paid at least the Local Qualifying Salary (LQS).
Worker Eligibility
Approved Source Countries & Employer Statutory Mandates
Employers must comply with strict source territory rules and statutory welfare safeguards before bringing workers into Singapore.
Approved Source Countries & Regions
Workers may only be recruited from source countries authorized for the employer’s specific economic sector:
Malaysia: Permitted across all five sectors (Construction, Manufacturing, Marine, Process, and Services).
People’s Republic of China (PRC): Permitted across all five sectors subject to sector-specific skills tests.
Non-Traditional Sources (NTS): Bangladesh, India, Myanmar, Philippines, Sri Lanka, and Thailand (permitted in Construction, Marine Shipyard, and Process).
North Asian Sources (NAS): Hong Kong, Macau, South Korea, and Taiwan (permitted across all sectors).
Employer Welfare & Statutory Duties
Singapore legislation requires comprehensive protections for Work Permit holders:
S$5,000 Security Bond: Mandatory bank guarantee or insurance bond for every non-Malaysian worker before arrival.
Mandatory Medical Insurance: Minimum annual coverage of S$60,000 per worker for inpatient care and surgery.
Primary Care Plan (PCP): Mandatory healthcare plan for workers in dormitories or designated sectors.
OFWAS Housing Compliance: Accommodation must be in licensed Purpose-Built Dormitories (PBDs) or registered factory quarters verified on MOM’s Online Foreign Worker Address Service.
